INVITATION TO BIDS

 

The Sanford Airport Authority, hereinafter called "Owner," hereby requests sealed Invitation to Bid (ITB) for the "PRE-ENGINEERED METAL BUILDING ROOF REPLACEMENT” (Project), at the ORLANDO SANFORD INTERNATIONAL AIRPORT.

 

The project can be generally described as:

 

The project consists of roof removal and replacement for two (2) pre-engineered metal buildings per Florida Building Code 2020. Each building has a 90’ x 90’ roof which shall be replaced and installed with:

 

• 24ga. - 24” Standing Seam Roof Panels (SS360) with Manufacturer’s Standard Galvalume.

• Standard PEMB gutter, downspouts, trims, eaves, rakes, and flashings at pipe penetration.*

• Installation shall include all sealants, fasteners, pipe penetration required for the PEMB Structure.

 

*Manufacturer’s Standard colors where applicable.

 

The Sanford Airport Authority is only accepting electronic sealed response submissions. Bidders shall create a FREE account with OpenGov by signing up at https://flysfb.com/procurement/solicitations/. Once you have completed account registration, browse back to the Project page, click on "Submit Response", and follow the instructions to submit the electronic response. Responses will be accepted up to 2:00 p.m., local time, November 23, 2022, at which time all responses received will be publicly opened, the contents noted and read aloud. The opening will take place at the Sanford Airport Authority, 2nd Floor Boardroom, 1200 Red Cleveland Blvd., Sanford, FL 32773.

 

On and after November 14, 2022, Solicitation Documents will be available electronically and may be obtained on the Sanford Airport Authority’s webpage: https://flysfb.com/procurement/solicitations/ or by contacting Roberta Stanton, Procurement Agent, Phone: 407-267-5782; Email: procurement@osaa.net (hard copies are not available). Bidders must be registered through OpenGov/ProcureNow on the Sanford Airport Authority’s online procurement webpage @ https://www.flysfb.com/procurement to be eligible to submit a response for the project. A complete examination and understanding of the specifications contained in the solicitation documents is necessary in order for the Respondent to properly submit a response. All ITBs shall be prepared in accordance with the solicitation documents. The failure to comply with any requirement contained in the solicitation documents may result in the rejection of the response as non- responsive or a finding that the Respondent is not qualified for this Project.

 

Appointment only site visits will be conducted at the Orlando Sanford International Airport, Sanford Airport Authority Board Room, 1200 Red Cleveland Boulevard, Sanford, Florida 32773 by contacting Al Nygren @ anygren@osaa.net. The site visit is the primary opportunity that Bidders will have to view the project location and address with the Owner any questions concerning the project. All questions must be submitted in writing via OpenGov by the clarification deadline as shown in the solicitation documents.

NOTICE OF INTENT TO USE UNIFORM METHOD OF

COLLECTING NON-AD VALOREM SPECIAL ASSESSMENTS AND

NOTICE OF PUBLIC HEARING

 

The City Commission (the "Commission") of the City of Sanford, Florida (the "City") hereby provides notice, pursuant to Section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem assessments for more than one year to fund annual costs incurred by the City in providing parking district maintenance services. The uniform method allows for the collection of non-ad valorem assessments, sometimes referred to as special assessments, on the annual property tax bill mailed each November by the county tax collector. The Commission will consider the adoption of a resolution electing to use the uniform collection method, commencing in November 2023, at a public hearing to be held at 7:00 p.m. on December 12, 2022, in City Commission Chambers 1st Floor located at 300 North Park Avenue, Sanford, FL 32771.

 

Such resolution will state the need for the levy and will contain a legal description of the boundaries of the real property subject to the levy. The resolution does not impose any assessments, it only preserves the City's ability to collect assessments on the annual property tax bill beginning in November 2023, if the Commission takes additional steps before then to impose parking district maintenance assessments. Such additional steps include public hearing and mailed notice at least twenty (20) days before the public hearing to all owners of real property subject to the assessments.

 

Copies of the proposed form of resolution are on file at the office of the City Clerk, 300 N Park Ave, Sanford FL, 32771 between the hours of 8:30 a.m. and 5:00 p.m. All interested persons are invited to attend the public hearing. In the event any person decides to appeal any decision by the Commission with respect to any matter relating to the consideration of the resolution at the referenced public hearing, a record of the proceeding may be needed and in such an event, such person may need to ensure that a verbatim record of the public hearing is made, which record includes the testimony and evidence on which the appeal is to be based.
