NOTICE TO RESPONDENTS
REQUEST FOR QUALIFCATIONS
The Sanford Airport Authority, hereinafter called "Owner," hereby requests sealed Request for Qualifications (RFQ) for the "MAINTENANCE BUILDING – DESIGN-BUILD” (Project), at the ORLANDO SANFORD INTERNATIONAL AIRPORT.
The project can be generally described as:
Design and construction of a 12,500 square feet of pre-engineered metal building and associated site improvements on an existing parcel of land at the Orlando Sanford International Airport. Work includes new building for office space, storage, and mechanic’s bay. Site improvements include parking, drive aisles, fence/walls, and landscaping. Renovation of the existing 6,000 square feet maintenance shed is included.
The time of completion for the Maintenance Building – Design-Build project is anticipated to be 365 calendar days to achieve Substantial Completion.
The Sanford Airport Authority is only accepting electronic sealed response submissions. Respondents shall create a FREE account with OpenGov by signing up at https://flysfb.com/procurement/solicitations/. Once you have completed account registration, browse back to the Project page, click on "Submit Response", and follow the instructions to submit the electronic response. Responses will be accepted up to 2:00 p.m., local time, July 29, 2022, at which time all responses received will be publicly opened, the contents noted and read aloud. The opening will take place at the Sanford Airport Authority, 2nd Floor Boardroom, 1200 Red Cleveland Blvd., Sanford, FL 32773.
On and after July 6, 2022, Solicitation Documents will be available electronically and may be obtained on the Sanford Airport Authority’s webpage: https://flysfb.com/procurement/solicitations/ or by contacting Roberta Stanton, Procurement Agent, Phone: 407-585-4020; Email: procurement@osaa.net (hard copies are not available). Respondents must be registered through OpenGov/ProcureNow on the Sanford Airport Authority’s online procurement webpage @ https://www.flysfb.com/procurement to be eligible to submit a response for the project. A complete examination and understanding of the specifications contained in the solicitation documents is necessary in order for the Respondent to properly submit a response. All RFQs shall be prepared in accordance with the solicitation documents. The failure to comply with any requirement contained in the solicitation documents may result in the rejection of the response as non- responsive or a finding that the Respondent is not qualified for this Project.
A MANDATORY Pre-Solicitation Conference will be conducted at the Orlando Sanford International Airport, Sanford Airport Authority Board Room, 1200 Red Cleveland Boulevard, Sanford, Florida 32773 on July 14, 2022, at 9:00 a.m., local time. The Pre-Solicitation Conference is the primary opportunity that Respondents will have to address with the Owner questions about the solicitation.
The Sanford Airport Authority in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Sat. 252, 42 U.S.C. 2000d to 200d-4) and the Regulations, hereby notifies all respondents that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises and airport concession disadvantaged business enterprises will be afforded full and fair opportunity to submit responses to this request and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

BIDDERS/INVITATION FOR BIDS
The Sanford Airport Authority, hereinafter called "Owner," hereby requests sealed bids for the "AIRFIELD ELECTRICAL UPGRADES” (Project), at the ORLANDO SANFORD INTERNATIONAL AIRPORT.
The project can be generally described as:
Removal of existing displaced threshold lights and base cans at the 9L end of RW and installation of new displaced threshold lights, base cans, and conduit. Above ground conduit located at TW A and L shall be removed and replaced with concrete encased conduit below pavement surface. Existing TW edge fixtures shall be removed, and new LED TW edge fixtures shall be installed on new base cans.
The time of completion for the Airfield Electrical Upgrades Project is anticipated to be 105 calendar days to achieve Substantial Completion.
Electronic Sealed Bids will be accepted on the Owner’s online procurement webpage up to 2:00 p.m., local time, July 29, 2022, at which time all bids received will be publicly opened, the contents noted and read aloud. A complete examination and understanding of the drawings and specifications contained in the Bid Documents is necessary in order for the Bidder to properly submit a Bid. The Bid Documents also include a detailed set of Instructions to Bidders. All Bids shall be prepared in accordance with the Instructions to Bidders. The failure to comply with any requirement contained in the Bid Documents may result in the rejection of the Bid as non- responsive or a finding that the Bidder is not qualified for this Project.
A MANDATORY Pre-Bid Conference will be conducted at the Orlando Sanford International Airport, Sanford Airport Authority Board Room, 1200 Red Cleveland Boulevard, Sanford, Florida 32773 on July 13, 2022, at 9:00 a.m., local time. A Site Inspection will be conducted immediately following the Pre- Bid Conference. The Pre-Bid Conference is the primary opportunity that Bidders will have to address with the Owner questions about the Project, the Contract Documents, and the Owner’s security requirements.
A Bid Security in the amount of five percent (5%) of the sum of the Total Bid Price will be required for this Project. Exact Bid Guarantee period requirements are defined in the Instructions to Bidders.
